The problem with the Typhoon is not the design but lack of funding. Really, to be honest the Typhoon is clearly the best 4.5 Generation Fighter flying today and that won’t change. Of course I am speaking of the platform itself. As for upgrades they will come with time. Also, as for the list you provide. Today what can counter the Typhoon except maybe the F-22 and forthcoming F-35???

F-22 is among the first AESA, internal carriage of weopons, TVC fighter. so even if numbers are cut capability is still there.
Problem with EF is that numbers are cut but no capability enhancement. There is not even CFT certified.
Another failed programe like EF is Chinese J-10.
Even after 10 years into production it is practically same plane. no AESA, no Engine upgrade, No CFT and certainly no advanced strike capability.

no not really. there is more j10 built than rafale.
j10b has aesa and engine upgrade already. it do not need cft.
j10 do not suffer from four small country trying to build a plane, so project goes faster.
