The Goldfish club was formed in 1942 and is an association for people who have parachuted from an aircraft into the sea or who’s aircraft crashed into the sea. It was formed by a British chap so the signatures are likely to be british airmen.

The date format 2-13-44 for 13th Feb 44 would tend to suggest indicate these are American signatures.
Also the names do seem to have an American “feel” to them.
Perhaps the contributors at WIX may be able to help.
I think it’s Osaka, but not positive about that.
Had a look on Google earth and the moated structure lines up with Osaka castle
